ACA : EIN Should not be deleted if its in use.

      Description

      Steps:

      1. Create transmission files using any one of EIN.

      2. Generated xml transmission files submit to IRS Portal.

      3. Wait for Acknowledgement Status.

      4. IRS given the acknowledgement status ACCEPTED

      5. Now delete the used EIN from System.

      6. Go to IRS Submission Page.

      7. Try to do User Correction Transmission file.

      Actual Result : Will display popup message as "Server Error".
      Expected Result : EIN should not be allowed to deleted as by using that EIN transmission files are submitted to the IRS. & it will make inconsistency & data loss issue.
