For following employees record of only stop deductions appeared on file but there should be a START deduction record present in the system as well. Why start deduction didnt appear on file?

This is for Voluntary Life and template name is "New_CAISO EDeduct Payroll LIFE&ADD Plans Post Tax Employee No Limit_UPDATED"
