Hi all - on a new build, what is the reasoning for this pop-up?

One of my trainees asked me about the below pop up she received as she was building the credit pool we mocked up for them. It seems like a strange message to receive when initially building out a credit pool. I can see if a change was made to a credit already existing. I just wanted to run it by you to see if you agree and/or can provide rationale as to why the pop up would be phrased this way.
