ACA_Server Error on IRS IRS submission screen

      Description

      1.Login to LB.
      2.Edit company say "W0rktesttwo"
      3.Create 1095-B
      4,Finalize it.
      5.Create 1094-B
      6.Finalize it.
      7.Navigate to IRS submission screen.
      8.Create new IRS submission.
      9.Click on Verify Submission data

      Actual: Received server encountered error.
      Expected: xml should get generate and user should download the submission.

      Error log is as follows:

      ErrorMessage: Failed in processing IRS complaint file, not found data to generate raw xml file !

      Note: UI submission AB four is used for testing
