Terminated EE does not display in retro file

      Description

      SSN - 200000013

      Step :-
      1.Add EE with Classes Eligibility
      Class 1 – BSG C
      Class 2 – BSG F
      Employee EIN = 222222222
      2.Add Export Template
      3.QE - In Jan 16 -Event date and (Effective Date Rule - Event Date) are same. Enrolled into BSG plan Three Plus
      4.Terminate EE enrollment in March 16 -03/01/2016
      6.Export File for Month Jan 16 - from date 01/01/2016 to date 01/31/2016 and click on Export
      7.Download file

      Actual - This EE does not display for retro event i.e when we export Jan 16 file

      Expected - It should display in Jan 16 file
