We have verified above mentioned issue on LB for same employee i.e. for SSN: 100000073.
Currently Offer element is displaying correctly but Eligibility element is not showing all plans eligible to employee.

We have regressed this issue on Production and observed that issue does not exist. Hence closing the same.

Concern :
Exporting Month : Jan 16
New Hire Date : 15th Jan 16.
Not coming on the file
Cause :
As per discussion in team while analysis, considered new hire employees whoever's employement date falling in the range of ExportingStartingDate-90 days till ExportingStartingDate So this new hired employee is not falling in the range.
Correction :
Changed this date range like ExportingStartingDate-90 till ExportingToDate.
