ACA 1095C: Consider plan design without Rate map /Eligible

In Prime company, we came across a scenario where employee was eligible to a plan but rates were not eligible. On enroll now screen,this plan is seen eligible with $0 cost for both Employee and Employer.1095C does not consider this plan and shows next plan eligible to this employee. Thus cost and plan design seen are different in enroll now and in 1095C file.
