1094 C - Line 23 in Part lll does not display Total employee count even Employee count for all 12 months is same after addition of Ineligible employee

Step To Repro -
1.Login to application using Partner
2. Add employee having employment date 02/01/2015
3.Create 1095 C - A for same employee
4.Add employee having employment date 01/01/2014
5.Create 1095 C - B for same employee
6. Create 1094 C for both 1095 C
7.Now add Jan-1 (Keep other blank) Ineligible employee count for 1094 C
8.Re run 1094 C

Actual - 2 employee count display for 12 months in 1094 C under "C" column in Part lll

Expected - This Employee count should be display under line 23 in Part lll
