ACA_COB_date format is not coming properly on file.

      Description

      1.Login to LB.
      2.Edit company say "City of Bellevue".
      3.Navigate to Home << Company Home << Template Management
      4.Edit template 'BSG to COB'.
      5.Click on field mapping.
      6.Map Changed date to Enrollment Election or Rate Change Date.
      7.Save the field mapping.
      8.Navigate to Manual Import/Export
      9.Export the template.
      10.Check the exported file.

      Actual: Changed Date displayed as 9/06/20 even though format was set like MMDDYYYY
      Expected: Changed Date should display like 9/06/2016

          Hi Smita Pawar,

          Concern : Election or Rate Change Date field mapping causes ADP's required date format populating on the file.

          Cause : There is no such option provided field level user prefered format so hard coded this format considering this field matching by discussing in team. But to this hard coded format is causing the issue.

          Correction : Introduced new field to map "ACA Election or Rate Change Date" for ADP spec -COVG - Transaction Date.

          Risk Metigation : Need to test ADP files as well as COB files as there is changes arrised in the field mapping.

          Note :
          1. Further Covg Transaction Date should map with newly introduced field to get proper required format i.e. "ACA Election or Rate Change Date" format information is provided in Description text.
          2. Please ensure this new field should be displayed for only ACA marked templates only to map.

          For COB : need to mapp with "Election or rate changed date" so that this will refer date format as per specified on template settings.

          We have tested above mentioned issue on LB.Its working fine
          but we are deploying this fix to stage with other COB files issue.

          We have verified above mentioned issue on Stage [Valmet for Hspl].
          Its working fine.
          Currently Date format is coming proper when newly mapped field is mapped.
