I have debugged this issue found that:

For Employer Defined Contribution we set Grant credit Rule is as no condition. means we will not apply employer contribution to specific plan or benefit type.

In function : GetCreditPoolEligibleCreditAmount() I found explicitly tier wise amount is removed for Grant Credit Rule ID=4 .

with comments

ElseIf creditPoolRuleID = 4 Then 'Rule is No Condition

'if Rule 1 4 5 7 selected i.e Flat Amount (Flat) consider it only once irrespective of the enrollment of employee
'As Per Discusiion with Amit on 20th August 2007 No need of Tier Amount
