Add Employer Coverage Amount field in Import for HSA plans. System will be able to Insert/Update the ER Coverage of HSA elections through import.
But there is Age banded rule on cost and coverage screen for HSA plan.
Enhancement need to support for this rule also.
Vishal BajadIt would be appreciated if you update about the LB deployment date for better planning.

We had a discussion with Amit on this. Below are the details of the
discussion,
1. We got to know that ideally HAS plan should have forced contingent
upon HDHP or else employee may lose coverage provided by employer.
2. The ER coverage is prorated and decided as the age bands and heath
tiers of contingent medical plan. So instead of accepting it from file , we
should auto calculate it based on tier and band.
3. When we do election import, it has its own enrollment mode and it
is not there on age band settings page. If the enrollment mode is selected
‘All’ on age bands, we can use it. But what should be case if instead of
‘All’, there is other type of enrollment modes (OE,QE, new hire, rehire)?
We need to discuss all these points. Can we have call today at 8:30 AM PST?

Queries:
Election import offers same functionality as enroll now screen. If enroll now screen is not allowing to enter ER coverage why should have import allow this?
Anyways, ER coverage is always a fixed value, calculated as per the settings on cost and coverage; we do not see any point to accept it separately in file.
Allowing ER coverage would need a replication of code from enroll now to calculate and to validate ER coverage. This is not a cost effective solution. We will prefer to calculate the ER coverage just like enroll now screen.
UHC Response: Agree there is no need to import since system will know which ER contribution to apply based on effective date. However, the system should recognize an import of EE coverage that exceeds maximum when an ER contribution also applies. Please let me know if this doesn’t make sense.
If you see the cost and coverage settings, age wise coverage have different values based on enrollment mode and health tier of contingent (parent) plan. Election import is not having any enrollment mode. If the setting is having ‘All’ as enrollment mode, we can consider it as enrollment mode. However, if the settings are for specific mode like OE, QE or new-hire which mode should we consider for import?
UHC Response: Can’t the system identify max ee contribution amounts based on effective date of coverage and er cost?

Point #1 is clear. We will remove the option of ER coverage from election import and make sure the validation on max coverage.
Point #2 is, however confusing. How can we get the mode of enrollment by effective date. Please share your thoughts.
I guess I’m struggling with why there would be a need for the site to recognize the enrollment mode type as current functionality (non-ER funded) is set up the same and we can import without issue. Why is an ER funded set up different? My comment was based on an assumption that maybe it had to do with not recognizing the effective date of coverage on an employee to determine the maximum that should apply when this set up is built.
I guess understanding why enrollment mode is an issue with this build set up would allow us to provide feedback on item 2.

Please refer attached 'Working of ER coverage for HAS plans' (the same document I sent you earlier on email). The document is having snap of cost and coverage page of HSA plan. For these plans (ER coverage)we have enrollment mode wise coverage. That's why we need enrollment mode for import. When I discussed this with Amit a few days back, he is also wondering why we need enrollment mode to decide coverage. We thought this might be UHC specific request. if we do not require enrollment mode to decide coverage, we either have remove it from cost and coverage screen or we have to decide on a single mode for import to use.
The enrollment mode does not matter; UHC always chooses all.
So should we consider 'All' as default for import ?. If we do not found 'All', we will kick out the records.

This is just like existing Election Import. We not allowing ER coverage to be imported. ER coverage will get calculate based health tier of contingent plan.
