We have to run SA Utility all the time to get the cost in Invoice in almost all cases . Such as
1) Change in Eligibility
2) Change in Rate
3) Add New Rate
4) Configure Self Insured component into existing rates etc.
This is not supposed to happen.

For Invoice SA Utility is required in following scenarios:
1. Addition of new rate
2. Assigning cost to an election
3. All cost changes for Life / LTD/ Flex and Transit plans.
4. Any changes related to monthly cost for all benefit templates.
SA Utility is not required in following scenarios related to Health Benefits:
1. Interchange of cost between self Insured components.
2. Change in Billed Rate Cost
