Format paycheck: getting server error when try deleting paycheck line item

      Description

      Steps to reproduced :
      1]Added Paycheck line item valued on format paycheck page.
      2]Import Paycheck information.
      3]GO the format paycheck page and try to delete one of line item instead of showing valid message it is throwing server error

      below is error log:

          Please find below 3C's of the issue,
          Concern:getting server error while deleting paycheck line item
          Cause: Condition is not handled for used line item so it is giving server error of reference key.
          Correction: Condition is handled to check line item is already in use. Now it will show error message while deleting the line item

          Please verify and let me know.

          Server error is getting displayed on STAGE when I try to delete Line Item which in use by employee.
