As per discussion with Nandkumar and Swapnil,this issue is because there is change in status change date and Employment date of Action type "I".
eg: EE's employment date is 04/01/2016 and status change date is 04/04/2016
As we consider latest of both these dates, status change date is considered and so this employees Is employed for whole month flag come up as false.
This is data issue.
In future if such case occurs,we will consider this as data issue and tell client to do correction of the data.
