      Description

      Scenario:
      1. Jan to Oct files are exported
      2. Back date enrollments done like effective date 01012016 , termination date 06/01/2016.
      3. export now for Nov month.
      Result:
      Actual : Covg element will populated but OFFR,ELIG element value will populated as blank.
      Expected : Should not blank values for the elements of OFFR,ELIG.

          In such case need to re-export the files from Jan month. Hence this jira is rejecting as there is no need of development.
