      Description

      In case there are zero cost entries in adjustment sections - lets not show them in adjustments

      As per our discussions for billing sections -

      1. if rate is not mapped / not eligible : show blank cost
      2. if rate is mapped and eligible - zero costs is mentioned in the rate : show zero costs
