Long - Recruit - Candidate Contact Details, Fields cannot be hidden

Long - Recruit - "Candidate Details" form - There are 2 sections for addresses on this form. Which address is the one used for BenAdmin? Where does the other information go once the employee is hired?

The client has asked that we hide one of the addresses. I tried marking both with no rights and it did not affect the view. Both addresses show no matter the setting selected. How can we accommodate the client's request?
