This issue is machine specific as we are observing the same issue on our side, on some of the machines while running 1095C leads to fork multiple request for the same run and causes increase in the CPU usage. Due to this behavior we have deployed code on production to lock the report run after first run starts and next time if you see 'No records found' then one of the process is already working in background and after some time your run will be available for download. The lock is released when the run is available for download.
We have finalized the latest run of 1095C, re-run the 1094C report and finalized it and then processed verify submission data which generated valid XML file. The file is available for download.

We are also having the issue where the file completes the run and then tells us "no records found". Then we run it from another machine and it runs fine. Please look into what might be causing that as well. Thanks!
