We need add another option under the pend for admin approval.

Currently if a qualifying event is set to pend for admin approval it will only pend if an employee posts the event.

We would like to add an additional options under the pend for admin approval yes/no. The options should be
Pend for admin approval =
1. No = QE does not pend for all users (current functionality)
2. Yes - Employee Only (current functionality)
3. Yes - Employee and Admin Users (NEW)
4. Yes - All Users - employee, Admin, Parter/Broker (NEW)
