Issue:Cobra Coverage Tiers are not rolling out in case of multiple valid cobra event
Example:
Environment:Production
Company name:Ascension Wisconsin
Employee name:NANCY BECHTEL
Event: Loss of Coverage
FT or PT to Per Diem
Same scenario exist for NOLDAN,LAWRENCE
Please let me know if anything else needed.

Verified the implementation on Stage on Wheaton Franciscan Healthcare For HSPL company for TRAVIS_COBRA_QB Template with following scenarios.
1) Employee Death
2) Divorce
3)Testing is in progress with OAD.

This is also related to WT-7303, please test this scenario as well. Thanks.
We are making some changes for COBRA Data type under JIRA WT-7303, in which one of the change we are doing is to process only one cobra event for an employee in case employee had multiple cobra event. We will give highest priority to terminated status event.
By doing this change, this will get resolved. We will keep this JIRA open and linked to WT-7303 so that we can test this along with WT-7303. Thanks.
Verified this fix on Production.It is Working as expected
