Spouse additional filed eligibility Criteria not working when we change flag after enrolled into the plan

additional filed Condition on Child Plan : Spouse tobacco equal to yes
1]Spouse tobacco additional filed Value Not set
2]Enrolled Employee with Spouse In parent plan
3]Employee not enrolled in to the child plan because of not satisfied eligibility.
4]Change tobacco additional filed Value as yes.

As per force contingency employee enrolled in to the child plan with all dependents

This not working through Ui and Import also.
If we enrolled in parent plan with Ties EE+SP then system should enrolled in to child plan with same tier
