Rates are not cloned if Start Date and End Dates are edited while cloning rates and Cloned Rates are not getting displayed in the Current Rates list

Steps to regenerate

1) Click on Clone to Company icon (same issue is for clone on self company also)
2) Enter Rate Name
3) Select Start Date (1/12017) and End Date (12/31/2017)
4) Click Twice on Apply button
5) Click OK on warning message for eligibility
6) Click OK on rate(s) cloned successfully message
7) Search the newly cloned rate

Result: Records not displayed for newly cloned rate

Note: This doesn't happen when dates kept as it is without selecting another
