      Description

      From lisa davison

      ECH has requested that we create another demo of the ACA module before they make a decision to move forward with hour loading/ tracking. Before scheduling the demo ECH would like to ensure the ACA module include the below capabilities.

      Look Back Period- ECH determines eligibility based on 1 year look back. How would the system verify if the employee is eligible and how would the system notify the employee of eligibility.

      Example: Current 0 FTE EE hired May 2016. In first part of June 2017 determine if average hours worked were 60 or greater per pay period during first year. If so, notify EE of eligibility to enroll in medical. If elected, medical coverage is effective July 1st, 2017 (June is used for election period). Union code determines if spouse is eligible to enroll. Dependents always eligible to enroll.

      When EE becomes eligible for ACA, the employee is only eligible for one year. How would the system track eligibility and terminated elections at end of one year period (Length of new hire eligibility is one year).

      Example above would be eligible from 7/1/17 – 6/30/18. Unless, eligibility is extended due to annual review. Example, if EE above has worked avg of 60 or more hours per pay period during annual review for 2018, then coverage would be extended from 6/30/18 through 12/31/18.

      3. Specific pay periods will be reviewed to determine if avg of 60 or more hours per pay period were worked. If so, EE eligible for medical coverage 1/1 -12/31. Previous annual enrollments we used November – November for one year (26 pay periods) look back.

          Hi lisa davison,

          Look back report used to check stable working hours for an employees.

          If time sheet is loaded for an employee for a year then whether employee is eligible or not for a medical plan, it will get decided depending on measurement & stability period and employee's time sheet data.

          To achieve same, we need to configure workterra system like given below.

          For Standard rule:
          Measurement Period: 06/01/2016 --------06/30/2017
          Stability Period: 07/01/2017----------07/31/2018

          For New Hire rule:
          Measurement period: 12 months
          Stability period:End of administrative period +1 day = 12

          To configure Measurement, stability period and importing employee time sheet data into system please refer user guide section 2 & 3.

          *Normal employee which is not new hire

          Suppose Open enrollment period is 07/01/2017 to 07/10/2017 & additional eligibility is set on medical plan as Medical plan will be eligible for employee & dependent if employee's stable working hours or average worked hours = 60 in year 2016-17.If Union code condition is satisfied by employee then his spouse will also be eligible to enroll else medical plan will not be eligible for spouse.

          Employee will either enroll or waive the plan.

          Employee's current stability period will get considered as measurement period for next stability period.

          *New Hire employee

          In this case demographics data will get used for determining whether employee will be considered as Full time or Part time. [Field on Demographics page as 'Employee type'. If nothing is selected on the page then employee will get considered as Full time] Employee enrolls in eligible plan for a year.
          This period will get considered as measurement period for next year.

          Yes, system can use Specific pay periods to determine Avg of 60 hrs.If EE eligible for medical coverage 1/1 - 12/31 then previous annual enrollments which needs to be used 01/01/2016-12/31/2016.

          If Previous enrollments, which needs to be used November - November then EE will be eligible for coverage 11/1 - 11/31.

          In both casesTerminations of employees will happen with mid night ineligibility service.
