      ECH has requested that we create another demo of the ACA module before they make a decision to move forward with hour loading/ tracking. Before scheduling the demo ECH would like to ensure the ACA module include the below capabilities.

      Look Back Period- ECH determines eligibility based on 1 year look back. How would the system verify if the employee is eligible and how would the system notify the employee of eligibility.

      Example: Current 0 FTE EE hired May 2016. In first part of June 2017 determine if average hours worked were 60 or greater per pay period during first year. If so, notify EE of eligibility to enroll in medical. If elected, medical coverage is effective July 1st, 2017 (June is used for election period). Union code determines if spouse is eligible to enroll. Dependents always eligible to enroll.

      When EE becomes eligible for ACA, the employee is only eligible for one year. How would the system track eligibility and terminated elections at end of one year period (Length of new hire eligibility is one year).

      Example above would be eligible from 7/1/17 – 6/30/18. Unless, eligibility is extended due to annual review. Example, if EE above has worked avg of 60 or more hours per pay period during annual review for 2018, then coverage would be extended from 6/30/18 through 12/31/18.

      3. Specific pay periods will be reviewed to determine if avg of 60 or more hours per pay period were worked. If so, EE eligible for medical coverage 1/1 -12/31. Previous annual enrollments we used November – November for one year (26 pay periods) look back.
