Signature | Incase of view only rights, should be able to submit the review and sign page

1.Login with admin
2.Create template
3.assign view only right to signature and save
4.Send forms : Signature is only view-able
5.Review and sign : Submit the form
6.signature is mandatory is shown in validation pop-up, but as per rights we are not able to edit or add signature

Expected : In case the signature is view only, then form should be able to submit without signature
