Private / Public document type

Overview:
Allow DMS user to define the type of document being uploaded to the DMS as either Public or Private. In the event that a document is marked Private, only that user has the ability to see / use that document, whereas if marked Public, the document may be used by other users.

Entry:

• User enters DMS platform via link or consuming application.
• User has uploaded a new document via Upload

Acceptance Criteria:
*IF I have attached a new document to upload, I have the ability to mark whether it's a Public or Private document.
*IF I have indicated that the document is a 'Public' document, this document may be used by other users.
*IF I have indicated that the document is a 'Private' document, this document may only be seen / used by the user that uploaded the document.

Exit:
*DMS selects whether document type is a private or public document.
*DMS user saves document and exits the DMS platform.

Prerequisites:
*User is a current user of CBAT, CBES, or WT OR has stand alone link to log in.
*User knows how to access portal either by link or within CB application.
