I have testing on ermc and gee group as well, and the DMS invite to candidate is not sent; however, the candidate profile shows the icon with status, and the candidate history does show the record as well:
But the candidate does not receive the DMS email. One of the test candidates is - "testxavier@yopmail.com"

I have tested the above scenario on STAGE environment (CBinternalBeta company), it is Working as Expected, Candidate receives the DMS invite mail and able to signed the document. attaching the screenshot for your reference.
