Create a scheduler service [running at regular interval - suggested once everyday ] to scan for all companies and send tour eligibility notification to employees. This will also ensure that any tour becoming eligible for employee due to some other data change is also considered while notifying employees of eligible tours.

> For all tours that are active, we will check for users who is newly eligible for the tour (following any data change as well) and send the notification only once per employee - tour combination. In case employee does not start tour - no reminder will be sent from this service.
