Requirement:
When any employee is added via API call we have option to assign either default payroll schedule OR a payroll schedule name is sent in API call.
- System should check whether the payroll schedule to be assigned is active for respective employee's effective date.Otherwise send a validation message back.
- In case of default assignment - only pick up active payroll schedule in system.
