Chrome- Pre Production environment-On enroll now page - Back and continue button is showing without enrolled any plan

On enroll page displaying continue button before enrolled any plan. I have enrolled into the medical plan and fter page reload and dental plan is showing

1.Travese EE workflow
2. Navigate upto enroll now page
3. Observe continue and back button at right end of the page.
4. Now go to any plan and enroll
5. Again observe at the right end of the page

Actual- When page gets load it is showing continue button.
Expected : Only back button should be shown.before enroll any plan.
