When Determine Eligibility using Zipcode field is set to No then also system is validating for special characters in zip table names when clicked on save button

Steps:-
1] Log into production site
2] Search and select company
3] Click on Zip Tables option from left sub-menu
4] Add zip table name as " Class 'A' " and add some zip table values to this zip table
5] Now save these changes
6] Visit the Form builder page
7] Edit any additional form and click on Define Eligibility Tab
8] When we try to add additional criteria and click on save button

Actual Result:-
Special Character Not allowed pop up message is displayed

Expected Result:-
When Determine Eligibility using Zipcode field is set to No then the system should not validate the zip table names for special characters.
