      Description

      Current year flap is set to YES on OE start date (at 00:15 hr PT) by the service.

      If OE start date is set to TODAY or a past date, the CY flag is set to YES right away. 

      CHANGE REQUEST: Currently there is SECOND condition for CY setting to YES (when OE start date was set yesterday) that Vinayak explained - it needs to be removed because it is redundant. Not a high priority - but necessary.
