Downtime announcements on the splash page

Whenever there is a scheduled downtime - or even some emergency shutdown - the splash page of WORKTERRA should display a message to that effect.

Reason for raising this request: On the evening of Nov 2 (PST), EDI team was caught by surprise that the site was down. We later learnt that it was a scheduled maintenance. For some reason, the email that was sent earlier did not reach them. In any case, having the splash page inform the users of both scheduled (in the future) as well as current downtime will save the user of the surprise.
