Enrollment with 0 coverage in coverage string
RateLog has cost with no rate and subrate id

When there is no coverage no cost is displayed on Enroll now page
but on Enrollment summary and confirmation statement it showing cost with no coverage.

Expectation: Even if there is 0 coverage amount and has cost then cost should be displayed on Enroll now page.
