Hi Priya Dhamande,
As you mentioned MARY ORR is coming on report is right because the election of same employees still ongoing from 01/01/2017.
In this case it will appear on report with blank values. If case like as election should be terminate while rates termination please assign to the Enrollment team to take a look into it.

Employee: MARY ORR is coming on report. His enrolled plan and rate are till 12312017. Still the employee appears on report with blank cost.
Ideally, this employee should not come on report.
