Following failure reason is getting logged:
The item '/StaticReports/OpenEnrollmentChanges11874_1' cannot be found. ---> Microsoft.ReportingServices.Diagnostics.Utilities.ItemNotFoundException: The item '/StaticReports/OpenEnrollmentChanges11874_1' cannot be found.

From failure reason it seems that, OE changes report is being searched in Static reports folder. Instead it should be searched in Company specific folder on report server.
Same is the issue for Newly Enrolled Dependent report when executed via scheduler
