Concern : Form builder forms category doesn't get deleted after selecting all checkboxes

Cause : Condition for delete - select all was not handled in the code for forms category on form builder.

Correction : Handled the condition and code to delete all selected forms category.

Impacted Areas: Form Builder → Forms Library Control

Affected files: _BasicSettings.cshtml

The changes has been deployed on LB with linked JIRA WT-11990, which is LB deployed, so marking the JIRA status as LB Deployed.

Verified on LB.
1.All form categories deleted after selecting common checkbox-pass
2.Select form categories and click on common checkbox and click on delete- Form deleted successfully also popup occurs as "Forms category deleted successfully".* but this popup disappear automatically without clicking on "OK" button shown on popup.*-Fail - Mentioned in Jira WT-11990
3.Checkbox functionality not working properly.- Mentioned in Jira WT-12764

Common delete functionality working properly.Hence marked this jira as Hold as it get deploy on stage with WT-11990 and WT-12764
