This is a huge RUSH, they didnt tell us this was an OE Requirement in the checklist
The Flex Dept is requesting the EnrolledClaimsEx field be flagged Y for all new enrollees, but be left blank or the field omitted altogether after that appearance. The flex record needs to be flagged to 'yes' for all new enrollees, but the members have the opportunity to go into the system at any time and change to 'no' so we'd need to be sure that the file didn't reverse an 'no' to a 'yes'.
