OE end date : Need special handling in case of class wise OE

I am reopening this ticket with a revised summary. The original ticket was rejected because the behavior was per the system specs. We need to revisit that behavior for the following reasons.

• System doesn't allow OE records to go on the file if the file is extracted before the OE end date. This is fine in normal circumstances.
• For class-wise OE setup OE end date is automatically set to the latest OE end date, If there is a new hire class OE, end date is generally on 12/31, But as that date dictates OE end date at company level, it is not possible to send out OE file prior to 12/31.
• Right now the OE end date in such cases is overwritten via back-end so as to allow OE file extraction before 12/31. However, any update on class-wise dates will again re-instate OE end date.
• We need to discuss if OE end date should be made editable (with possibly an override flag) on company info even when class-wise enrollment is on.
