Admin access - restrict viewing of certain employees based on UDF value

For BioRad they have requested that their View Only admins get setup to see all employees except employees that are in cost center 10141 and cost center 10143. Cost Center is a text box UDF on their demographic page in their site setup. I understand that employee view restrictions can be setup when adding company admins using Class combinations however cost center is not a Class setup in WT it is a UDF.

Is it possible that a custom View Only Policy can be created that looks to the cost center text box UDF for BioRad? This would be strictly a policy only for BioRad and no other WT client.

If there is a possibility that this can be attempted how long do you think it would take?

Furthermore, would it be possible to open up the User Access Policy configuration options to allow Partner users to create polices that can pull in UDF as part of the Policy rights? And if this is a possible solution do you forsee this being a suffigent change to the WT design?
