As discussed, we have updated effective dates of given rates and also recalculate them (i.e. #1 and #2) in HSPL copy. Please verify on billing reports and also make sure costs populating correctly for self insured components.

After enrollment team's correction on HSPL copy, we verified Billing Report.
We observed that, the component costs are appearing 0 for some records.
Following is the scenario:
Employee does election with EE + SP + CH tier and gets Health Tier ID equivalent to this combination.
On Rate matrics, EE + SP + CH tier is not defined, but EE + Family tier is defined.
Following happens while executing Billing Report:
EE and ER cost will appear correctly. As, EE and ER cost data that report displays is readily available. But while fetching the component cost, we check, if Heath Tier ID stored against an enrollment is there in Rate Matircs or not. If the Health Tier is present in RateMatrics and the component is billable, we show the component cost else we show 0.
In our scenario, enrollment is having HealthTierID for EE + SP + CH and RateMatrics is having component cost defined for EE + Family tier. As we are unable to find EE + SP + CH tier defined in Rates Matrics, 0 cost is appearing for components on Billing Report.
Code fix will be required, so that cost will appear on Billing Report for this scenario.
Please note that, corrections will be done by enrollment team on main company tomorrow i.e. 22-Dec-2017.
We will also check, if we can have some workaround so that component cost appears on Billing Report in this scenario. If we cannot find a work around, then for now, 0 component cost will be displayed for all records having this scenario.

We tried for a work around to get the component cost on Billing Report but could not find a way.
Permanent fix is required to bring the component cost on billing report for mentioned scenario. For this we need development approval so that analysis and code fix can be done.

We have done some script changes only on California Golf company to make the billing report with Self Insured Component workable for equivalent health tier scenario. As this is a temporary fix and not a permanent fix, we have tried our best to verify the data at our end. You can refer, report named "HSPL - Self Insured Components" configured under Standard reports. It is configured with fields that you have mentioned for Medical, Dental and Vision Benefit types for Jan 2018.
Please note that:
-Total Amount field on report is sum of EE and ER cost and not the component cost.
-Billing period polices are only applied on EE and ER cost indirectly on total amount. They are not applied on Self Insured Component cost.
-At times Total amount and component cost may vary, if component is configured incorrectly or billing policy is getting applied while calculating the total amount.
It would have been helpful, if this was development approved ticket. We would have got dedicated time to fix the issue and get it QA verified.
Kindly verify the data at your end once. Do let us know in case of issue.

For permanent fix, different bug ticket needs to be created, which needs to be discussed with Nagini and Jennifer Reed for approval. Only then, it can be scheduled and worked upon.
