Please find below details.

Concern: Client just informed us that EEID 104741 did not appear with deduction code WV-BNFT$ on any payroll file ran from template named _Payroll Export_2018.

Cause: We have checked and found that 104741 employee Waive Dollars provided by CVHP benefit type enrollment employee cost zero and template has mapping of Enrollment Employee Cost and Enrollment Send Records Without Zero Cost. As employee cost zero the indicator would not write on file, due to this enrollment were not exported on file. Please find below snap.

There is no cost on the benefit in WT, a value must be coming from the backend.

I have an example of another employee EEID103146 is on the file with a value, but if you look at their employee screen the cost is zero.

Here are the details of issue.

Amount for waive dollar is getting fetched from credit pool configured in system, which is 30$ bi-weekly. ( $65 monthly)

As this credit pool has ended on 12/13/2017, there is no credit pool allocated for year 2018.

For employee 104741, when we pulled file on 29th December, credit pool was ended on 07/31. due to which no cost found and it was eliminated from file.

there are total 30 employees who have election on waive dollar but do not have credit pool allocated, find them CVHP_missed_waive_Dollars_deduction.xls here.

Correction: We have to updated end date of credit pool to 12/31/2018 and recalculate credit pool.
And then either we can run a full file or if we need change file then we have to force these missed employees on next change file. Let me know. Thanks.
