Enrollment should not be termed in the future at creation time

      Description

      In fact WT-3301 was about this and was resolved and closed. The code fix included the following logic as explained in WT-13192. However this logic was not mentioned in WT-3301. This is causing future termination at the time of enrollment and needs to be removed.

      Logic explained in WT-13192 that needs to be revoked.

      Before setting Termination date to election below condition is getting checked,
      (Employee is between OE Start date and Fiscal Year end date and Plan termination date is equal to Current Fiscal Year End Date)
      then set termination date to election as Plan termination date.
      OE Start date are refer from Company Info Page.
