We have done analysis of template Benefit Change Report and we found that template is exporting records perfectly.

Please see below more details.

Open enrollment Opening Date : 09/04/2017
Open enrollment Closing Date : 10/04/2017

On 10/25/2017 template setting changed for below two and exported OE file on 10/25/2017
1) Current year election set to No
2) Change file to full file.

After export of OE file template settings changes as below
1) Current Election set to yes on 2017-10-25 09:18:07.447
2) Full file to change file on 2017-10-30 07:29:36.207

Note : If template settings Current Election Flag is set to yes then template will export current year elections only. means such enrollments who's enrollment effective date year is current year.

Please see 3's below

Concern : Adam Rapka, Jennifer Austin and Kristine Arriaga never exported on any of the file.

Cause :
1. Adam Rapka - Made NH elections on 11/5, should have been on 11/7 file and there was no record found. I also checked 11/14 and 11/21 no record found

Dev comments : Adam Rapka enrolled into NH elections on 11/05/2017 with enrollment effective date 01/01/2018, Next scheduled file exported on 11/07/2017
but this record not rolled out over the file, because template setting current election flag was set to Yes. So as per template settings customization Adam Rapka not exported on 11/07 file.

2. Jennifer Austin - Made NH elections on 11/14, should have been on 11/21 and there was no record found. I also checked 11/28 and 12/05 no record found

Dev Comments : Jennifer Austin enrolled into NH elections on 11/14/2017 with enrollment effective date 01/01/2018, Next scheduled file exported on same day after enrollment but this record not rolled out over the file because template setting current election flag was set to Yes. So as per template settings customization Jennifer Austin not exported on 11/14 file.

3. Kristine Arriaga - Made NH elections on 11/7, should have been on 11/14 file and there was no record found. I also checked the 11/21, 11/28, and 12/5 no record found

Dev comments : Kristine Arriaga enrolled into NH eelctions on 11/07/2017 with enrollment effective date 01/01/2018, Next scheduled file exported on 11/14/2018

Correction : No action required as template is exporting records as per given settings.

On 02/02/2018 Current Election flag again set to No.

We scanned and found below employees which are missed.

Hi Rajendra Pawar,
Thank you for the research. My understanding with these files was that even though Current year was set to "yes", Once the new year starts, the records that were pending would automatically be released. For instance, for these members who were effective 1/1/18, once 1/1/18 hit, I would have expected them on the next file in 2018 since 2018 is now "current year".
Could you please let me know if my understanding is incorrect?

Hi Robyn Adkison

There is slight difference in your understanding.

We set current election flag to YES on or before OE start date to avoid OE transaction populating on regular changes only file.
And once OE is over, current election flag will be set to NO to pull out OE file.
This OE file will have OE translations ( effective 01/01/2018 or terms 12/31/2017 ) happened since OE start date.
Once this is done, then we should not flip current election to YES.
If we do so then elections effective from next year will not appear on changes file even if we enter in new Year.

Lets consider an example with dates to understand clearly.

OE start date - 11/01/2017
OE End date - 11/15/2017

Current election flag was no through out 2017 and flipped to YES on 11/01/2017

Regular changes only file exported during OE on 11/07/2017 and 11/14/2017,
However no OE transaction exported because of current election is set to YES.

once 11/15 is past i.e. on 11/20 we flipped current election flag to NO and export a file.

This particular export 11/20 will be treated as a special OE file export. We have special logic to treat a export as OE file export.
In this logic, we check if current election flag was flipped to YES before OE end and it was flipped to NO after OE end date.
and there is no export since flag is flipped to NO after OE end date.

After this we should not turn current year flag to YES.
Let say, we have again turned it to YES on 11/25 then enrollments which are getting added with 01/01/2018 effective date will not come over file.
Even if we enter into 2018 then also it just checks changes happened after last export and will export normal changes.
It won't force pending 2018 even if we turn current year flag to NO once we enter 2018 as it will not have any special logic as OE file is already sent.
