ACA - Line 22 option C is marked on PDF even if line 19 is not marked

Prerequisite
1] 1095C and 1094C reports are created
2] Set "C. Section 4980H Transition Relief" as YES for above created 1094C report and provide A or B value in Section 4980H Transition Relief Indicator column text boxes

steps
1] Log in to workterra
2] Select company (City of Redding Prod 02082016)
3] Go to BenAdmin - ACA - ACA Reports
4] Edit Report (Report Name - Carrtestseven Scenario 7 - 1094C) and run by selecting is authoritative transmittal = NO
5] download PDF and observe Line 22

Actual Result - It shows Line 22 C option marked, refer attached PDF Carrtestseven Scenario 7 - 1094C_Carrtestseven.pdf
Expected Result - Line 22 Option C should not be makred.
