we have Identified an issue for setting base run date for templates as below

We are able to select future date (for ex. Today's date is 23rd Aug we can set 23rd Sept, 23rd Oct, 23 Nov and so on... )

Verified this enhancement with attached scenarios on Production .
Working as expected on all group an company level templates.
