ACA -> Getting message failed to delete eligibility rule on deletion of eligibility rule

      Description

      Log in to LB
      Select Company
      Go to Eligibility Rule page
      check the check box and click on Delete button

      actual result - It should delete the eligibility rule
      expected result - It gives message as shown in attached image,

      NOTE - attached is error log file 07_14_2016_18_13_57_348_3698_2.txt

            Verified on Stage, working fine.
            Now able to delete eligibility rule without error.

            Putting this on hold as its related to generic eligibility rule. We will move this JIRA with generic eligibility component.
