      Description

      1] Login to the application.
      2] Select a company and navigate to "New Hire/Rehire Rule" screen.
      3] Click on "Add New" button, a form to add new rule gets display.
      4] Click on "Add" button without entering any data.

      Actual Result:
      Server error is displaying.
      Expected Result:
      Server error should not be display.
      Refer attached screenshot and error log.

            Verified the fix on Local (wt-stage) environment, now Server error is not displaying while adding a New Hire/Rehire rule without any data.hence closing the issue.
