Below are my observations:
Flowplayer returns the Thumbnail image of MIME type image/x-png which is not standard MIME type.I found The x- prefix is given to non-standard MIME types (i. e. not registered with IANA)
So,Security header <add name="X-Content-Type-Options" value="nosniff" /> disable the image on IE.

Hi Rajendra Joshi,
Security header <add name="X-Content-Type-Options" value="nosniff" /> disable the image on IE.If we want to show the "Video Thumbnail image" in IE ,We have to remove this header.But as per discussion with Satya and Vijayendra Shinde, We can't remove this header from config file permanently.
