WT -> General Plan Design -> Allowing a comma in 'Employee Cost Payroll Deduction Code' field

As per the discussion please allow a comma character in 'Employee Cost Payroll Deduction Code' field

As per the discussion, this was made allow earlier in the system hence putting this under a Bug category

Currently system is not allowing a comma in this field on Stage as well as on Production
